John May

Senior Associate

John May is a Senior Associate with TAG Associates. With primary expertise in the areas of asset management, public housing operations, budgeting and mixed-finance housing development, Mr. May has worked with a number of clients, including the Housing Authority of Kansas City, MO (HAKC), Philadelphia Housing Authority, District of Columbia Housing Authority, the Housing Authority of the City of Houston and the Springfield (IL) Housing Authority (SHA) to assist in improving management of conventional and alternatively managed developments through the use of advanced asset management methods. He has also worked with HAKC, SHA and the Housing Authority of the City of Pittsburgh to review and assist with structuring evidentiary agreements for mixed-financed developments. In addition, he has worked with the Housing Authority of New Orleans to create a 10-year strategic capital plan. Recently, Mr. May has provided consulting services to the Housing Authority of the City of Pittsburgh on the Agency’s transition to site-based management.

Mr. May also has extensive experience in the area of public housing redevelopment through both the HOPE VI and tax credit programs. He has drafted project budgets and development and operating pro formas for multiple projects, including New Haven, Fresno, Mobile and Broward County and has participated in the submission of successful applications for low income housing tax credits and CFRC competitive applications through HUD. Additionally, Mr. May was selected as a Presenter in a RAD Webinar and possess unparalleled technical expertise in the development of RAD budgets and operating pro formas. Mr. May has developed comprehensive RAD budgets and operating pro formas for numerous RAD applicants and has completed detailed RAD analysis’s for multiple PHA clients. Mr. May has exceptional experience providing professional development related consulting services. This previous experience includes assisting PHAs with numerous FHLB AHP funding applications.
